काठमाडौं : ७, चैत्र २०६८ स्थापना गर्न बनेको विधेयक कुनै पनि व्यक्ति, समाज र देश कति सभ्य र सक्षम छ भनी हेर्ने वा देखिने पहिलो परिचय भनेकै त्यहााको व्यवस्थित बसोबास हो । व्यवस्थित बसोबास र योजनाबद्ध तवरबाट विकास भएका बस्ती तथा सहरहरू मानव सभ्यता, धर्म, संस्कृति र परम्पराको अध्ययनको केन्द्रविन्दुमा रहेको पाइन्छ । नेपालमा पनि भौगोलिक स्वरूप अनुसार योजनाबद्ध रूपमा व्यवस्थित विकास भएका बस्ती र सहरहरू छन् । तर, यो कहिलेदेखि सुरु भयो भनी किटानी गर्न कठिन भए तापनि लिच्छवि, मल्लकालीन युग तथा शाहकाल नै प्रमुख रूपमा रहेको पाइन्छ । जनसंख्याको बढ्दो चाप, सुविधासम्पन बस्तीको खोजमा हुने बसाइँसराइको ओइरो, भौगोलिक अवस्थाको विकटताले गर्दा सीमित घडेरीयोग्य जग्गाहरू पैतृक सम्पत्तिमाथिको हकका कारण घरजग्गामा आएको खण्डीकरणको समस्यालाई समयसापेक्ष रूपमा योजनाबद्ध र व्यवस्थित तवरले नयाँ बस्ती विकासको कार्यक्रम ल्याउन नसक्दा पुराना व्यवस्थित बस्ती र सहरहरू पनि दिनप्रतिदिन कुरूप हँुदै गएका छन् । यस समस्याको समाधान गर्न सरकारी वा व्यक्ति विशेषको प्रयासले मात्र हुने अवस्था छैन । यसको दीर्घकालीन समाधानका लागि निजी क्षेत्रका लगानीकर्तालाई आकषिर्त गरी व्यावसायिक रूपमा कारोबार गर्न सक्ने गरी साथमा लिएर योजनाबद्ध रूपमा बस्ती विकास गर्ने/गराउने कार्यक्रम अगाडि ल्याउनुको विकल्प छैन । यसै तथ्यलाई मध्यनजर गरेर नै घरजग्गाको व्यावसायिक कारोबारका सम्बन्धमा व्यवस्था गर्न बनेको विधेयक २०६५ प्रस्तुत भएको हो ।

काठमाडौं: २ भाद्र, २०६८ २५ तलाको काठमाडौं टावर बन्ने भएको छ । काठमडौ महानगरपालिकाले उपत्यकाको द्श्यावलोकनसमेत गर्न मिल्ने गरि बहुउपयोगी काठमडौ टावर निर्माण गर्ने निर्णय गरेको हो । काठमडौ महानगरपालिकाका कार्यकारी अधिक्रित गणेश राईका अनुसार पुरानो बसपार्कको करिब २२ रोपनी जग्गामा बनाइने सो टावर नेपाली कला र शैली अनुरुपको हुनेछ । टावरको बिस्ट्रित खाका तयार पार्न महानगरपालिकाले बिभिन्न क्षेत्रका विग्य तथा इन्जिनियरसँग छलफल थालेको छ । 'टावर निर्माणका लागि विग्य तथा आर्किटेक्तसँग छलफल गरिरहेको छौ, चांदै टुङ्गोमा पुर्याउछौ' राईले भने । तावर निर्माण गर्न यहि भदौ महिनामा टेन्डर आह्र्वान गर्ने तयारी महानगरपालिकाको छ ।
